well the libc-nts decided there isn't enough diversitee so we took in hordes of Somalis, Ethiopians and Vietgooks and they don't understand why the city has a gang problem
Sometimes cities take in immigrants to avoid taking American Blacks. 99% of immigrants including foreign blacks are better behaved than Black Americans.

really, what can be done to save this kid? He has no realistic chance of straightening up and flying right if he's returned to his family. There will be attempts to intervene and educate and to keep him from associating with gang members; he will superficially comply, but then it will only be a matter of time before he reoffends, and probably more seriously--does anyone here other than those who are truly naive/biased doubt this is what will eventually happen? The only chance is if he's removed entirely from the community/culture he has grown up in--and even then, I wonder if he would make the choice not to gravitate towards the thug lifestyle.
